In 2025, the relationship between artificial intelligence (AI) and politics in the United States is no longer speculative. It’s unfolding in real time. Campaigns, regulators, courts, platforms, and voters are all adjusting to a new terrain. AI tools ranging from generative text and imagery to microtargeting analytics are quietly transforming how political messages are crafted and delivered. The stakes are high for the integrity of information, trust in institutions, and the health of democratic processes.
The New Toolkit for Political Actors
AI is giving political actors new capabilities. Campaigns use AI to draft messages, tailor micro-audiences, optimize outreach, and manage logistics. Advertising platforms and social media apply AI to target, iterate, and amplify messages. Opponents, including foreign actors, experiment with generative video and audio (deepfakes) to mislead or confuse voters.
These tools have changed the cost structure of persuasion. What once required teams of writers, designers, and analysts can now be scaled cheaper, though not effortlessly. The emergence of generative models means that deploying persuasive media is faster and less expensive, creating opportunity and risk.
Deepfakes, Synthetic Media, and the Erosion of Trust
One of the clearest flashpoints is the rise of synthetic media. Think videos, audio, or images of real people doing or saying things they never did. Democracies like the United States face unique challenges because public belief in authenticity underpins electoral legitimacy (Schiff et al., 2024).
As the Brookings Institution observed, the real danger lies not only in specific deepfakes but in the broader “uncertain future of truth” when the authenticity of media becomes suspect (Pawelec, 2022; Brookings Institution, 2023). A deepfake video may circulate before being debunked, shaping voter perceptions. Even genuine footage can be dismissed as fake once public trust is eroded. This dynamic has deep implications for political communication and civic confidence.

The Regulation Challenge: States, Federal, and Platforms
The regulatory picture is fragmented. Many state legislatures have introduced laws addressing deepfakes and synthetic media in election contexts. Federal efforts, however, have been slower. Linking AI regulation with campaign finance law and First Amendment protections makes the process complex (Jungherr et al., 2024).
Platforms are also adapting. Meta now requires labels for AI-generated or manipulated media used in political ads (Meta Newsroom, 2024). These policies affect how content is shared and interpreted.
At the federal level, Executive Order 14110 established a framework for the safe and trustworthy use of AI (Federal Register, 2023). While it outlines national goals, it does not yet create specific election-related rules. This leaves campaigns and regulators working with uneven guidance.
Courts and First Amendment Constraints
AI regulation must operate within constitutional boundaries. The First Amendment protects a wide range of political expression, including some misleading content. Lawmakers must balance restrictions on deceptive AI use with protections for satire and commentary (Brennan Center for Justice, 2024).
In Murthy v. Missouri, the Supreme Court limited the ability of federal officials to pressure social media platforms about content moderation (Schiff et al., 2024). The ruling shifted responsibility toward voluntary transparency and platform self-governance rather than government-mandated control. Courts will continue to shape the boundaries between free speech and election protection.
Foreign Influence and the Automation of Interference
Generative AI has lowered the cost of foreign interference in democratic elections. The barrier to producing convincing synthetic media is falling quickly. Both domestic and foreign groups with access to data and computing resources can distribute manipulated content at scale.
The Brookings Institution warns that generative AI could enable new forms of information warfare (Brookings Institution, 2024). Public concern is widespread: a 2023 poll found that 58 percent of Americans believe AI will increase misinformation in the 2024 election, while only 6 percent expect it to reduce it (Associated Press-NORC Center & University of Chicago Harris School of Public Policy, 2023).
Scholarly Insight: Risks, Benefits, and Ambiguities
Scholars provide critical nuance to the debate. Cass Sunstein argues that algorithmic systems amplify manipulation, making disclosure and accountability essential for democratic resilience. Francis Fukuyama and Larry Diamond have emphasized that institutional trust is fragile and can be further weakened by AI-driven information disorders.
Jungherr, Rauchfleisch, and Wuttke (2024) found that Americans strongly disapprove of deceptive AI use in elections, yet those who employ such tactics often suffer little reputational harm. This misalignment of incentives shows why voluntary ethical norms alone are insufficient.
Overall, researchers agree that AI’s influence is not inherently harmful. Used responsibly, it can enhance voter outreach and engagement. The danger lies in misuse that undermines democratic norms and blurs the boundary between authentic persuasion and engineered deception.
Real-World Lessons from the 2024 Election Cycle
The 2024 U.S. election cycle served as a real-world test. According to the Harvard Ash Center, “AI was everywhere in 2024’s elections, but deepfakes and misinformation were only part of the picture” (Harvard Ash Center, 2024).
While the worst fears of AI-driven election collapse did not materialize, subtler disruptions emerged. Misinformation circulated more efficiently, and the public struggled to verify authenticity. Interestingly, Knight Lab researchers found that “cheap fakes”, like simple video edits or misleading captions, outnumbered high-quality generative deepfakes (Knight Lab, 2024).
This suggests that AI’s impact is less about catastrophic fraud and more about cumulative confusion. Democracy survives, but trust erodes a little more with each manipulated image or synthetic quote.
Implications for Campaigns, Platforms, Voters, and Institutions
For campaigns:
Political organizations must assume that adversaries may deploy synthetic media and microtargeted narratives. Campaigns should adopt internal AI-use policies, maintain documentation for AI-assisted content, and preemptively disclose AI involvement to preserve credibility.
For platforms:
Social networks and advertising services must expand transparency, improve labeling, and collaborate with academic researchers to detect synthetic content. Labeling is a start, but friction measures like temporary review or warning screens, may be needed during election periods.
For voters:
Citizens must practice digital literacy. Critical evaluation of sources, verification of authenticity, and awareness of personal bias are now essential civic skills.
For regulators:
A consistent federal baseline may help. Clear disclosure rules, provenance standards, and narrow bans on deceptive deepfakes during elections can reduce confusion. These rules must be balanced with robust speech protections (Brennan Center for Justice, 2024).
Challenges and Trade-Offs
- Free Speech versus Integrity. Any restriction on AI-generated media must respect constitutional limits. Overly broad laws could chill legitimate expression.
- Detection Limitations. Deepfake detection remains imperfect. Lin et al. (2025) showed that most detectors perform poorly outside laboratory conditions.
- Incentive Misalignment. Although voters disapprove of deceptive AI use, bad actors face limited consequences (Jungherr et al., 2024).
- Global Dimension. Foreign interference compounds domestic risks. Information warfare is no longer geographically constrained.

- Transparency Logs. Campaigns may adopt AI-use logs for compliance and accountability.
- Voter Behavior. The public will increasingly ask not only “What is being said?” but also “Was this generated or genuine?”
